You can make the otter sitting (same as in the 'Valentine Kitties' tutorial) and stick the tail at the back :)

Attach the ears to the head with a small amount of glue.
Roll out the red paste to about 2 mm thick. Cut out a heart. Dust it. Stick it to the belly.
