Since the bow is quite heavy, I suggest sticking it on with softened paste.
To make softened paste mix similar size pieces of flower paste (gum paste) and sugarpaste (fondant) or use plain flower paste. Keep on adding glue until you get a tacky consistency. Apply it on the part of the bow which will touch the head. Attach the bow to the head right away.
